      As with any service-oriented business, HCI believes that our success is due, in a large part, to the quality of our people. We currently engage over six hundred (600) skilled craftspeople all of whom are committed to the success of our customers. These craftspeople are led by a team of managers and supervisors with experience in all facets of the telecommunications industry. The following key individuals control the overall direction and growth of HCI.

Robert D. Housley
President & CEO
Bob founded HCI on October 1, 1980, on four basic principles: Honesty, Integrity, Quality and Professionalism. Bob is responsible for the overall growth, direction and operation of the company. He maintains a high degree of awareness of the daily operations and frequently visits field offices. Bob can be contacted in our San Angelo, Texas office.
R. Kevin Housley
Executive Vice President
Kevin has been active in the consulting, marketing and operations management of the telecommunications industry since 1986. He is responsible for the day-to-day operations of the company including finances, insurance, safety and customer satisfaction. Kevin also takes a special interest in new and unique projects company-wide. Kevin can be contacted in our San Angelo, Texas office.
David R. Meek
Vice President of Engineering Construction
Dave has been engaged in all facets of the telecommunications industry including Outside Plant Engineering, cable placing, splicing, installation and repair, field supervision and project management since 1974. He is responsible for managing HCI's OSP construction activities company-wide. Dave also oversees all large telecommunications projects from bidding to completion on an international basis. Dave can be contacted in our Carrollton, Texas office.
J. Wayne Coker
Vice President of Service & Contracts
Wayne has been involved in hands-on management in all areas of outside plant construction and engineering since 1969. He is responsible for the overall operation of the Dispatch Center in San Angelo and bidding all contracts associated with buried drop operations. Wayne is also the liaison for communications between HCI and the appropriate operating companies. Wayne can be contacted in our San Angelo, Texas office.
Ana A. Henderson
Controller
Ana has worked in the accounting field since 1982. She is responsible for all aspects of HCI's financial operation, and also has purchasing responsibilities along with Human Resource Management. Ana takes an active role in refining and streamlining financial processes company wide to improve efficiency. She works with senior and middle management to prepare financial budgets and company policies. Ana can be contacted in our San Angelo, Texas office.
M. M. Weeks
Vice President of Service Wire Operations
Tee has been engaged in all aspects of the telecommunications industry since 1969. He is responsible for company wide buried drop operations across the country. Tee can be contacted in our Carrollton, Texas office.
Steve Wilson
Regional Manger, Operations
Steve has been involved in the telecommunications construction business since 1979. He is responsible for SBC buried drop operations in the state of Texas as well as HCI's Austin construction operation. Steve also oversees the day-to-day operations of our Austin, Texas office where he can be contacted.

     All of these senior executives are responsible for the long-term vision of HCI and implementing this vision to insure the company's success. There is another group of managers at HCI that are responsible for the day-to-day success of the company to ensure the satisfaction of our customers on a daily basis.

     We have several managers experienced in telephone construction that handle the Outside Plant Operations for HCI and its large telecom customers such as Verizon, SBC and Comcast. HCI is responsible for OSP Operations in much of the state of Texas for these major providers. HCI also services most of West Texas for Valor Telecommunications.

     Each of our managers have field supervisors that assist them with operations in specific geographical areas. This structure allows HCI to maintain the closest possible contact with our customers on a daily basis. It is part of our commitment to provide quality services at a fair price. This close contact with our customers has served HCI well. HCI was fortunate enough to be named GTE's Outstanding OSP Contractor in 1996.

     HCI's safety department is managed by Stacy Elms. In conjunction with HCI's insurance carrier, Stacy performs safety audits, loss control programs and manages claims to reduce cost and injuries.

     HCI seeks to purchase products and supplies from quality Minority Owned Businesses. This is a benefit to our larger customers in that they are able to achieve their minority utilization requirements.

     HCI's commitment extends to the communities where we live as well. HCI encourages all of its' employees to be involved in community activities. We are proud that our employees regularly support organizations such as West Texas Rehabilitation Center, West Texas Boys Ranch, The 4H Club of America, The Salvation Army and United Way.

     In addition to encouraging community involvement, HCI encourages continuing education both for industry specific training as well as post secondary education. HCI also participates in trade organizations in order to better our industry and further our employees' ability to work safely. These trade organizations include the Associated General Contractors and the Texas Excavation safety system.
